The connection to MIX is allowed for the ISPs having the following characteristics:

• being an “Internet Service Provider” giving dial-up services, dedicated circuits, ADSL connections, etc ;
• having a ministerial authorisation released by the “Ministero delle Comunicazioni” or by an equivalent Italian communication authority for Internet access activities (only for Italian ISPs);
• being registered at RIPE or an equivalent registry as a Local Internet Registry (LIR);
• having its own Autonomous System number released by a public registry;
• advertising its own networks belonging to its own Autonomous System;
• having their own connection to Internet not depending on the MIX connection.
